WASHINGTON, D.C. — September 22, 2026 — Today, Qcells welcomed the U.S. Department of Commerce and U.S. Customs and Border Protections actions to help stop illegal stockpiling of solar panels — a strategy long used by importers to undermine domestic manufactures — as the Trump Administration works to implement its Section 232 tariffs on polysilicon and its derivatives.
In response, Andy Park, Global CEO at Hanwha Qcells, issued the following statement:
“Flooding the U.S. market with large volumes of imported products is a strategy that companies abroad have long used to undermine American manufacturers. We have repeatedly seen import volumes surge ahead of the implementation of significant U.S. trade or industrial policies, as companies seek to exploit loopholes and gain an unfair advantage before new measures take effect.
“The Administration is clearly aware of this pattern of imports, which is why it is taking strong and decisive action to hold importers accountable and prevent the circumvention of U.S. trade policy. These actions send an important message that attempts to exploit loopholes and circumvent the intent of U.S. policy will not be tolerated.
“We believe that these robust enforcement actions will help eliminate unlawful market practices, restore integrity and fairness to the U.S. solar market, and ensure that the Administration’s trade and industrial policies achieve their intended objectives. Ultimately, these efforts will help bring more manufacturing investment and high-quality jobs onshore and accelerate the growth of American-made energy.”
